Lender:
The loan without installments granted in Euro is provided through the Microfinance Company IFN ROMCOM SA (referred to as “ROMCOM”).

Purpose of the Credit Product:

• Supporting seasonal activities of micro-enterprises, as well as small and medium enterprises in the production, services, and especially agriculture sectors.

Eligibility Criteria:

The loan without installments granted in Euro primarily targets entrepreneurs from the following counties: Bihor, Timiș, Arad, Sălaj, Satu Mare, Cluj, Maramureș, Suceava, Caraș-Severin (ROMCOM can also provide funding to entrepreneurs from other counties, subject to the availability of funds).

Entrepreneurs from the aforementioned counties who meet the following cumulative eligibility criteria can benefit from funding through the ROMCOM program:

General Criteria:

• Private commercial company, registered and authorized (PFA, II, IF, SRL, SCS, SA), liberal professions, and NGOs with profit-making activities, with at least 12 months of activity.
• Development of a clear business concept, which must be presented in the funding application.
• Qualification or professional experience of the applicant’s administrators/employees in the field of activity for which funding is requested.

Specific Criteria:

• Existence of the necessary infrastructure for the project (land, building, utilities, etc.).
• The business activity must be seasonal/cyclical.
• Economic feasibility of the project.
• Existence of a guarantee covering at least 133% of the loan amount.
• The financed company generates revenue in Euro or is indexed to the RON/Euro exchange rate.

Eligible Activities:
The funds obtained can be used for the following purposes:

• Financing production for the duration of one production cycle/season.
• Purchase of raw materials, materials, goods, depending on the nature of the activity.
• Payments to suppliers.
• Purchase of animals for fattening and subsequent commercialization.

Financing Conditions:

• The amount that can be granted to an eligible entrepreneur through the loan without installments granted in Euro ranges from 2,500 Euro to 30,000 Euro. The principal will be repaid in full at the end of the loan period, while interest will be collected at the time of the loan disbursement for the entire loan period.
• The annual interest rate for the loan without installments granted in Euro is 10%, which will be withheld from the loan amount for the entire loan period at the time of disbursement.
• The repayment period for the loan without installments granted in Euro is between 3 and 12 months.
• The Effective Annual Rate (EAR) is 13.82% for a 30,000 Euro loan granted over 12 months.

Fees and Guarantees:

• After loan approval, the borrower will pay a disbursement fee of 2% of the loan amount, which will be deducted when the loan amount is withdrawn.
• The loan will be secured with real estate or movable property, covering at least 133% of the loan amount.
• Depending on the credit score of the financing request, the real guarantees may be supplemented with personal guarantees, such as avalization of promissory notes and/or contracts of surety.
• Notary fees, pledge or mortgage fees, as well as the cost of insuring the collateral (if applicable) will be borne by the borrower.
• In case of early repayment of the loan, no early repayment fee will be charged, but the interest paid for the unused portion of the loan will not be refunded.
• The assets or properties used as collateral will be insured when the loan agreement is signed for the entire duration of the loan. The cost of insurance will be paid by the borrower, and the insurance will be assigned to IFN ROMCOM SA.

Deadlines and Documentation Submission Conditions:

To obtain the loan without installments granted in Euro, applicants must contact the Microfinance Company IFN ROMCOM SA. Loan applications can be sent by mail/courier to ROMCOM’s headquarters, submitted directly to ROMCOM’s office, collected directly by ROMCOM’s credit consultants, or sent via email to office@romcom.ro.

The credit application will be reviewed, and the selected projects for funding will be determined within 7 days of receiving a complete application.
