The Rotary Working Capital Loan is provided through the Microfinance Company IFN ROMCOM SA (referred to as “ROMCOM”) from funding sources supplied by the Rotary Club.
Purpose of the Credit Product:
- Supporting the activity of newly established enterprises and micro-enterprises in the production and services sectors, increasing business volume, competitiveness, and sustainability in these sectors.
- Supporting the activity of agricultural entrepreneurs in Romanian agriculture, increasing business volume and competitiveness in this sector.
Eligibility Criteria:
The Rotary Working Capital Loan primarily targets entrepreneurs from Bihor County. ROMCOM may also provide funding to entrepreneurs from other counties, subject to the availability of funds.
To benefit from funding through the ROMCOM program, entrepreneurs must meet the following cumulative eligibility criteria:
General Criteria:
- Private commercial company, registered and authorized (PFA, II, AF, IF, SRL, SCS), including newly established enterprises (start-ups), liberal professions, and NGOs with profit-making activities.
- Development of a clear business concept, which must be presented in the funding application.
- Qualification or professional experience of the applicant’s administrators/employees in the field of activity for which funding is requested.
Specific Criteria:
- Annual income up to 120,000 RON (or the equivalent of 30,000 USD).
- Existence of the necessary infrastructure for the project (land, building, utilities, etc.).
- Creation/maintenance of jobs as a result of project implementation.
- Economic feasibility of the project.
- Existence of a guarantee covering at least 120% of the loan amount.
Eligible Activities:
The funds obtained can be used for the following purposes:
- Financing ongoing business activities.
- Purchase of raw materials, materials, goods, depending on the nature of the business.
- Payments to suppliers, salaries, taxes, and other current expenses.
- Purchase of inventory items.
Financing Conditions:
- The amount that can be granted to an eligible entrepreneur through the Rotary Working Capital Loan ranges from 3,000 RON to 25,000 RON. Repayment is made in monthly installments.
- ROMCOM does NOT charge interest for the Rotary Working Capital Loan.
- ROMCOM charges an annual administration fee of 5%-10% of the loan amount, calculated and paid annually, at the beginning of each one-year period.
- The repayment period for the Rotary Working Capital Loan is between 3 and 36 months.
- A grace period of up to 3 months may be granted, included in the repayment period, during which only the monthly interest will be paid.
- Depending on the specific nature of the financed activity, the loan may have an atypical repayment schedule, where interest is paid monthly, and principal installments are paid in unequal tranches, provided that annual principal repayments are equal in value.
- The Effective Annual Rate (EAR) is 14.60% for a 25,000 RON loan granted over 36 months, with an annual administration fee of 7%, repaid in equal monthly installments, without a grace period.
Fees and Guarantees:
- ROMCOM does not charge a loan origination fee for the Rotary Working Capital Loan.
- The loan will be secured with real estate or movable property, covering at least 120% of the loan amount.
- Depending on the financing request’s score, real guarantees may be supplemented with personal guarantees, such as avalization of promissory notes and/or contracts of surety.
- Notary fees, pledge or mortgage fees, and the cost of insuring the collateral (if applicable) will be borne by the borrower.
- There is no commission for partial or full early repayment of the loan.
- The assets or properties used as collateral will be insured when the loan agreement is signed for the entire duration of the loan. The cost of insurance will be borne by the borrower, and the insurance will be assigned to IFN ROMCOM SA.
Deadlines and Documentation Submission Conditions:
To obtain a Rotary Working Capital Loan, applicants must contact the Microfinance Company IFN ROMCOM SA. Loan applications can be submitted by mail/courier to ROMCOM’s headquarters, directly at ROMCOM’s office, picked up by ROMCOM credit consultants, or sent by email to office@romcom.ro.
Loan applications will be reviewed, and the projects selected for funding will be determined within 7 days of receiving a complete application.
